It's only an issue when trying to send via Exchange with ActiveSync from a mobile device. So the problem isn't our total message size limits (set at 20 MB on send/receive connectors), because the pictures make it in if coming from another service. If I change the sending account on my phone from my Exchange account to my personal non-Exchange account, the message makes it to my inbox several minutes later. If I send the exact same set of pictures at medium resolution (1.2 MB total size), the message makes it to my inbox. The message never arrived in Outlook on my PC, and when I look at the Outbox on my iPhone, it is still there with a red circled exclamation point, and when I tap that I get "Cannot Send Mail Your mailbox is full." But looking at my mailbox in Outlook 2013, it shows I have over 300 MB still available. I chose large resolution (1 step down from actual size), which makes the total message 8.2 MB according to my phone. I picked a series of photos from Christmas and sent them to myself. I decided to do some testing with my iPhone SE (iOS 10) to see if it was her phone or a general issue. But if she tries to send more photos, the e-mail never hits her inbox. She was able to send 2 or 4 photos at a time, telling the phone to use a smaller size.
She works in product development, and had taken several photos of prototypes/mockups with her phone that she wants to e-mail to herself to work with on her PC and share with the rest of her team. In fact, this problem was brought to my attention by an Android user. The other articles I have seen on this subject say it's an iPhone/iPad issue, but we're also having it occur with Android devices. I have seen other posts here on older versions of Exchange, talking about iPhones and iPads not being able to send messages with larger/more attachments via ActiveSync, and the phone erroneously showing a message that the user's mailbox is full.
